Xvid Matrix

XVid "Bulletproof's Heavy Compression Matrix" fails in libav, works in FFmpeg.

See https://trac.videolan.org/vlc/ticket/7411 and sample here https://trac.videolan.org/vlc/raw-attachment/ticket/7411/sample.avi
