This comment is completely out of date.

It is impossible to use 10.3.9 SDK to compile INTEL binaries.

As you know, 10.3.9 is a PowerPC only environment.

This page also fails to tell the developer where to get all that is needed to create a working /usr/local and all of the utilities within it.
