VLC can encode and decode this container.
The module name to use at the command line is unknown.

WebM is an open source project sponsored by Google to create a free, high-efficiency multimedia codec for the Internet.

WebM is also the name of the container format it uses. The format may use either VP8 or VP9 as the video codec and Vorbis or Opus as the audio codec.

The default format for VLC media player is VP80 with Vorbis.
