Abbreviation for Program Clock Reference.
For MPEG-2 standards, the clock rate is 27 MHz which clocks the video and audio.
If there is a drift rate higher than the spec of +/- 500ns, some decoders will lose 'Lip" sync and the color sub-carrier may drift.
